Prenference Policy
投资者除享受国家、省、市、区制定的各项优惠政策外,还享受无棣县制定的如下优惠政策:
Besides the preference policy made by our country, province,
city and district, the investors enjoy the below ones made
by Wudi county:
一、土地政策
ⅠLand Policy
第一条 鼓励外来投资者(国外和港、澳、台客商及境内无棣县外客商)以合资、合作、独资经营、“三来一补”、BOT、TOT、技术入股等合作方式,前来我县兴办符合国家产业政策和我县发展需求的各类项目,特别是高科技含量、高附加值和高创汇项目,嫁接、改造、租赁、兼并、参股、收购、重组各类企业。在我县投资合作的外来投资者享受国家、省、市和本规定确定的各项优惠政策。
Item 1 Encourage the foreign investors out of Wudi come
to initiate all kinds of items which are accord with the industry
policies of our country and the need of our county to develop,
in the forms of joint venture, cooperation, foreign enterprise,
??3 come 1 supply??0, BOT, TOT and technology cooperation.
We especially welcome the investors to reconstruct, rent,
annex, share,purchase, recompose the enterprises. The persons
investing at our county enjoy all the preference policies
made by our country, province, city and county.
外来投资者到工业园区投资兴办生产性企业的,每满100万元,可以免费获得
1亩土地使用权50年(土地由政府统一征用或租赁,并承担出让金及租金)。一次性买断土地使用权的,按2.5万元/亩的价格
优惠出售。投资规模较大的,按一事一议的原则给予最大优惠。
If the investors come to Industry Park to set up producing
enterprise, they can get 1mu land for 50 years to use with
every 1,000,000yuan. The land is confiscated or leased out
by the government and pay the remising money and rent. If
the investors buy the land using right, the price is 25,000yuan
per mu. If the investment is very big, we pay the biggest
preference according to the actual circs.
第二条 对外来投资者,可以通过出让、划拨、租赁(承包)等方式使用所需土地。以出让、租赁方式取得土地使用权的,在土地出让、租赁年限内可以依法转让、转租、抵押。租赁土地期满后,使用者可优先续租或受让。
Item 2 We can afford land to the investors by remising,
transferring and renting. The investors who obtain the right
to use the land in the form of remising, renting can demise,
sublease, pledge to other people legally during the fixed
number of year. When the time limit to remise or lease out
comes, the users have the priority to continue renting.
土地使用权一次签约出让的最长期限:工业用地50年;商业、市场、旅游、娱乐用地40年;居住用地70年;其他用地50年。土地租赁期限最长为30年。出让期满后,使用者可优先续租。
The longest time limit of the right of using land for once:50
years for industry; 40 years for commerce, market, travel,
amusement; 70 years for inhabitation; 50 years of others.
The longest time for rent is 30 years. At the end of the remising
time, the users have the priority to continue renting.
投资兴办工业、商业、市场、旅游、产品出口项目使用存量建设用地的,根据投资额度(平均每亩固定资产投资应不低于100万元人民币,外汇投入按当时汇率折算,下同),土地出让金市、县部分按比例先缴后返,其中投资在500万元以下返还75%;超过500万元的返还85%;超过1000万元的全部返还。
If the invest ors use land to build the items of industry,
commerce, market, travel, export products, according to the
amount of the investment (the investment of per mu should
not be below 1,000,000 RMB averagely, foreign exchange converts
to RMB according to the exchange rate of the time, same to
the below), the commission for land first turn in then return
to the investors in the foundation of proportion, thereof
the investment below 5,000,000 yuan, we return 50%; above
5,000,000 yuan, return 85%; above 10,000,000 yuan, return
100%.
投资1000万美元以上且每亩固定资产投资在100万元人民币以上的生产性项目,由政府依法办理有关手续后,无偿为投资者提供土地。
Without any payment, we can afford land to the investors
whose investment is above USD 10,000,000 or above 1,000,000
yuan for per mu.
兴办高新技术项目及产品属高新技术产品的项目(高新技术、先进技术成果、企业、项目、产品的认定,均以省级以上科技部门的结论为准,下同),土地出让金归市、县部分予以全部返还。
The items belong to the advanced and new technology ones,
the commission for land can be returned completely,
兴办教育、科研、文化、卫生、体育和其他社会公益事业的,可采取行政划拨的方式提供土地。
We can offer land in the form of administrative transfer to
the investors who set up items of education, research, culture,
sanitation, physical culture and other social commonweal.
外来独资企业利用原行政划拨土地的,或与我县企业合资合作,我方用企业场地作价出资入股的,企业土地属于行政划拨的,在补办土地使用权出让手续时,按评估地价的20%补缴出让金。缴纳确有困难的,经县政府批准可缓缴。
The foreign enterprises make use of the primary administrative
transfer land or cooperate with our enterprises, if our enterprises
take their fields evaluated and become a shareholder, the
fields are administrative land, when the procedure of access
for land is transacted, the commission should be turned in
20% of the evaluated amount. If difficulties really exit,
the commission can be postponed after authorized by the government.
外来投资者使用的增量用地,新增建设用地使用费地方留成部分返还50%。
The payment for the increased or constructive land return
50% of the part which belongs to the county to the foreign
investors.
对利用国有荒地、滩涂、海域从事种植业、林果业、畜牧业、水产养殖业的用地年限一般为30年,最长可达50年。通过出让方式取得土地使用权,一次性缴清出让金的,优惠20%;分期缴纳的,可先缴纳出让金总额的20%,其余部分从合同生效第6年起,每年按20%的比例连续5年缴清。采取租赁用地方式,租赁期20年以上的,租金一次性缴清的可优惠20%;分期缴纳的,在租赁期内可按年度缴纳。
The time limit of the land for plantation, forest, stock
raising and aquiculture at the stated wasteland, beach or
sea area generally is 30 years, the longest limit is 50 years.
By the way of transferring, the investors get the right of
using land, and turn in the commission once completely, we
can derate 20%; if by stages, it can be handed in per year
during the time of rating.
第三条 积极吸引外来投资者参与旧城改造和房地产开发建设。对符合条件的客商,按照城建规划的要求,优先办理有关的企业注册登记、招投标等手续。土地出让金返还50%。
Item 3 Absorb the investors to reconstruct the old city and
take up the realty development. According to the request of
town planning, we help the investors to transact the concerned
enrollment, register, inviting public bidding and bidding.
50% of the land remising fee is returned.
二.税收政策
ⅡTax Policy
对外来投资者除执行国家和省出台的财税优惠政策外,再给予以下优惠:
We offer the following preference policies to the investors
besides the tax preference policies constituted by our country
and our province:
执行国家和省出台的优惠政策期限结束后,凡列入政府扶持范围的,通过财政支出渠道安排资金,给予支持,其支持额度为:前3年按不低于企业缴纳的属县级收入的企业所得税(嫁接、改造、租赁、联合、兼并、参股、收购、重组现有企业的,按新增企业所得税计算,下同)的50%,其中:高新技术企业不低于60%;后4年不低于缴纳的属县级收入的企业所得税的25%,其中高新技术企业不低于30%。
When the time limit of the preference policies constituted
by our country and our province is over, we will support all
the items which are put into the support field by the government
with fund in the form of finance payment, the abetting scope;
the first 3 years not below 50% of the company income tax
which turn in to county(engraft, reconstruct, rent, cooperate,
annex, share, purchase, recompose the primary company, evaluate
according to the new technology enterprises; the later 4 years,
not below 30% for advanced and new technology enterprises.
财政扶持外来投资企业的资金列入县财政预算,并于次年一季度结束前拨付到位。
The fund for supporting the foreign enterprises should be
listed into the government budget, and be given to the enterprises
before the first quarter of the next year.
三、其他优惠政策
Ⅲ The other preference policy
上述款项中没有涉及到的税费优惠政策以及土地使用政策,根据投资规模大小、科技含量高低
、效益回报快慢等项目,可采取一事一议,特事特办的方法进行商洽。
If there still are some tax preference policies and land
using policies which are not mentioned in the above, we will
quotient according to the actual situation.
